Utility Billing - FAQs

 

How often do I receive my bill? Quarterly (four times a year) and is determined by your location within the city.
Are there automatic payment plans? Yes, you just need to fill out the sign up form to enroll.
Can I pay my bill online? Currently you cannot pay your utility bill through our website, but you can pay it through your bank's bill pay online services.
How can I pay my bill? By mail, pay inside the Government Center, bank bill pay, automatic payment plan or use the drop boxes located outside the Government Center entrance, inside Maple Grove Cub Foods or the drive up box located at the west end of the Bass Lake Center Mall.

What services am I billed for on my utility bill?

Water, sewer, recycling ($12.60 per quarter) and street lighting ($5.60 per quarter)
How are my water rates calculated?

First 10,000 gallons $9.00 (minimum charge)

Water Treatment Surcharge $3.30 per quarter
State Water Testing 1.59 per quarter

How are my sewer rates calculated?

Base charge of $16.50 per quarter
Flow charge of $1.35 per 1,000 gallons of water
The flow charge is designed to cover the treatment costs while the base charge covers the cost of maintaining and administering the sewer system.
The flow charge is based on the winter quarter water usage. 
An average residence would use approximately 20,000 gallons of water during the winter quarter, resulting in an “average” sewer bill of $43.50.

How does the city read the water meters?

Homes built after 1983 - city staff read the outside meters remotely quarterly.   Homes built before 1983 - owners receive a meter reading card that needs to be completed and returned quarterly. 

How does a resident set up or cancel water services?

Start Service or Stop Service forms can be submitted online or call the utility billing staff at 763-494-6330.

Why is my bill higher than usual?

Possible reasons water usage increases: outside summer watering levels, dripping or leaking faucets, toilets may fail to shut off after flushing, or your water softener might have malfunctioned?  Tips on conserving water.

What is the hardness and iron level in my water?
 

Hardness: 19 to 22 grains per gallon, Iron: .002 ppm (minimal)  water quality report PDF document

Fluoride: 1.2 ppm (state law requirement)
Manganese: .03 ppm
Ph level: 7.6 to 7.8
Pressure: 65 to 75 lbs average psi
Note: ppm=parts per million, psi=pressure per square inch
