David Jess
Chief of Police

 

Chief David Jess was hired as a Maple Grove police officer on January 7, 1985. He served as a police officer in the City of Wayzata before coming to Maple Grove. David became Maple Grove's Chief of Police in 2011. During his tenure with Maple Grove he has served as a Patrol Officer, Investigator, Patrol Sergeant, Emergency Response Unit Commander, Patrol Captain, and Deputy Chief of Police. He has an Associate of Arts Degree in Law Enforcement from Alexandria Technical College, a Bachelor of Arts Degree in Criminal Justice Administration from Metropolitan State University, and a Master's Degree in Police Leadership, Administration and Education from the University of St. Thomas. Chief Jess has attended management courses including the FBI’s Law Enforcement Executive Development Seminar, Minnesota Chiefs of Police CLEO and Command Academy, and the Bureau of Criminal Apprehension’s Management Series.

     

Tracy Stille
Captain of Services

 

Captain Tracy Stille was hired as a Maple Grove Police Officer on December 9, 1985. Prior to starting his career with Maple Grove, he was a police officer in several police departments in McLeod County, Minnesota and a Special Deputy for the Sibley County Sheriff’s Office in Minnesota.   Tracy was promoted to Police Captain and assigned to the Services Division in 2005.  During his tenure with the Maple Grove Police Department he has served as a Patrol Officer, Investigator, Field Training Officer, Patrol Sergeant,  Emergency Response Unit Team Leader and Sergeant of Investigations.  Captain Stille has an Associate of Applied Science Degree in Law Enforcement from Arrowhead Community College and Hibbing Technical Institute, a Bachelor of Science Degree in Law Enforcement from Mankato State University and a Master of Science Degree in Criminal Justice Administration from St. Cloud State University. Captain Stille has attended several executive level management and leadership development programs including the FBI’s Law Enforcement Executive Development Seminar – Session 14, Minnesota Chiefs of Police CLEO and Command Academy, and the Bureau of Criminal Apprehension’s Police Management/Supervision Series. He is a 2005 graduate of the School of Police Staff and Command #212, Northwestern University Center for Public Safety, Evanston, Illinois.   In March 2011, Captain Stille completed his training as a Certified Emergency Manager through the Minnesota Department of Public Safety, Division of Homeland Security and Emergency Management.   

    

     

 

 Keith Terlinden
Captain of Patrol

 

Captain Keith Terlinden was hired as a Maple Grove Police Officer on November 29, 1993.   Prior to starting his career with Maple Grove, he was a police officer with several different police departments and a deputy with McLeod County Sheriff’s Office.  Keith was promoted to captain and assigned to the Patrol Division in April, 2009.    During his tenure with the Maple Grove Police Department, he has served as  a Patrol Officer, Field Training Officer, Detective, Emergency Response Unit Commander and Patrol Sergeant.  Captain Terlinden received an Associates of Arts Degree in Law Enforcement from Ridgewater College in Willmar, MN and his Bachelor of Science in Law Enforcement from Minnesota State University-Mankato.  Captain Terlinden has attended management courses including the FBI’s Law Enforcement Executive Development Seminar and the Minnesota Chiefs of Police Leadership Academy and Minnesota Chiefs of Police CLEO and Command Academy.  He is a 2010 graduate of the FBI National Academy, Session 243.  Captain Terlinden served active duty in the United States Army.
