Bass Lake Road (CSAH 10) Reconstruction Project   

Project Updates

The project corridor has been placed in it's final configuration for the winter season.  The 35 mile per hour speed limit is still in effect over the winter.  Construction activities are expected to pick up again in April, as weather conditions allow.

Please note that the posted speed limit through the construction area is 35 miles per hour and will stay at this speed through the winter and most of the summer next year. This is for both the safety of the workers on the job site as well as for the motorists traveling through the area.

Project History

To safely and efficiently accommodate traffic demands, the City, in cooperation with Hennepin County, is in the process of reconstructing Bass Lake Road (CSAH 10) from Vicksburg Lane/West Fish Lake Road to Troy Lane (CSAH 101).  The project calls for widening this two-lane road to a four-lane divided roadway with turn lanes at key intersections.  Also, new traffic signals will be added to accommodate today’s needs (with the option of adding more signals in the future). CSAH 101 has been realigned further east to provide a safer intersection with Bass Lake Road and access provided for future development sites.

The project will also construct bicycle/pedestrian trails on both sides of the roadway that will connect to recreational trails that run through forest and open spaces. A number of access management improvements will be made along the corridor, as well. This project has received federal funding. Phase one of this project (Maple Grove/Corcoran border to just west of Peony Lane) is essentially complete with the exception of two traffic signals and final restoration of the area. The traffic signals are dependent on development activities and the installation of these signals may be delayed for some time.

Phase two is now underway and construction is anticipated to continue into 2012, potentially as late as fall of 2012. Frequent updates are provided below. Also, for a review of the project history, including the environmental review process, please scroll down to the bottom of this page.

Project Need  

Bass Lake Road is a vital east-west roadway through the City of Maple Grove and other communities. The proposed project is necessary to ensure the safe, effective movement of traffic through both the western portion of Maple Grove and through the region as a whole. Without the project, over time drivers would experience long delays at each intersection along the corridor. Roadway improvements would increase safety and reduce congestion, lessening the potential for accidents. Pedestrians and bicyclists need safe travel options as well, and continued development of a trail system throughout Maple Grove is an important City goal.  

Project History  

In 2001, the City of Maple Grove and Hennepin County completed the CSAH 10 Corridor Study for Bass Lake Road, which analyzed several alternatives for improvements to the roadway. Since then, improvements have been made to upgrade the road from two lanes to four lanes between I-494 and Vicksburg Lane/West Fish Lake Road. With assistance from the Federal Highway Administration (FHWA), the project to complete this upgrade west to CSAH 101 is now ready to move forward, with construction anticipated to begin as early as 2010.

Environmental Review Process  

The City has prepared an Environmental Assessment / Environmental Assessment Worksheet (EA/ EAW) as part of the project planning. An EA/EAW is a joint federal/state document that is used to determine the potential for significant environmental effects and whether or not there is a need for an Environmental Impact Statement (EIS). The EA/EAW discusses the need for the project, reasonable alternatives, and social, economic and environmental impacts. The project has been designed to minimize impacts to Maple Creek, Elm Creek and the extensive wetlands in the area. Noise, traffic, access and property acquisition impacts are the other key issues of concern for the project. The EA/ EAW describes these and other impacts and the measures that are being incorporated into the project to mitigate any unavoidable negative effects. The EA/EAW is available for viewing at the Maple Grove Government Center and the Maple Grove Library, as well as on the City’s website (see links below). The public will be able to comment on the EA/EAW at a public hearing and/or by sending the City comments by mail or email.
